The combination of Cricket Clubs comprising this organisation shall be known as ‘The Dales Council Cricket League’ (hereinafter referred to as ‘The League’) and currently consists of the following Clubs: | |||

To provide cricket for its member clubs in the form of various competitions throughout the season. |

Membership shall be open to all, irrespective of age, gender, disability, race, ethnic origin, colour, social status and sexual orientation. |
|
2 |
Clubs wishing to join the League must apply in writing to the Secretary not later than the 30th April and their application will be considered at the League’s Annual General Meeting normally held in November each year. No Club will be admitted to membership unless its ground, changing facilities and appointments are of a satisfactory standard and are certified to be so after inspection. |
|
3 |
Clubs wishing to resign from the League shall give notice in writing to the Secretary before the 30th April and shall be required to fulfil the season’s fixtures and financial obligations. |
|
4 |
The Management Committee reserves the right to ask any Club to resign from membership, if, in their opinion, the general conduct or appointment of such Club is unsatisfactory and not in accordance with the standards required by the League. Fourteen days notice of the complaint must be given in writing to the Secretary of the Club. |
|
5 |
The entrance fee for any Club admitted shall be £50 to be paid on admission. The annual subscription shall be £70 per club and must be received by the Treasurer by the 31st May each year, together with other fees levied by the League. A fine of £25 will be levied for late payment unless there has been prior agreement with the Management Committee. |
|
6 |
If the income is insufficient to meet the League’s expenses a further levy may be made on each Club. |
|
7 |
The funds of the League shall be dealt with by and though an account with a Bank in the name if the League. Cheques must be drawn and signed by any two of the President, Secretary and Treasurer of the League. |
|
8 |
The financial year shall end on the 30th September each year, after which the League’s Auditor, who shall be elected at the Annual General Meeting, shall audit the accounts. |
|
9 |
A committee consisting of the President, Vice Presidents, Chairman, Secretary, Fixtures Secretary, Treasurer, Umpires Association representative and one representative from each Club, shall administer the League. The President shall act as chairman at Management Committee meetings and he or his appointed deputy shall have the casting vote if necessary. |
|
10 |
The Management Committee shall meet at such times as the business of the League may require at a central point and time which will be notified by the Secretary. Clubs not represented at a meeting shall be fined £10. |
|
11 |
The Management Committee shall have the power to appoint such sub committees as it may from time to time decide and may determine their powers and terms of reference. All decisions and actions taken under these delegated powers must be reported to and confirmed by the Management Committee. The Chairman of any sub-committee shall be a member of the Management Committee. Members of sub committees can be either members of the Management Committee or co-opted members. |

An Emergency Committee shall comprise of the President, Secretary, Minutes Secretary, Fixtures Secretary, Treasurer and one Vice President. The Emergency Committee shall have the power to decide all matters where there is insufficient time for the matter to be dealt with by the Management Committee. A minimum of three of these shall decide all matters referred to them. |

Special General Meeting: On the request of not less than one-third of clubs, a Special General Meeting shall be convened. The Management Committee may also request a Special General Meeting should the matter to be resolved require Management Committee approval. The objective of the meeting must be fully stated in the request. The Secretary shall give at least fourteen days notice of any Special General Meeting. |

Should any question arise affecting the League, that is not provided for in these rules, the Management Committee shall have full power to deal with the same and their decision shall be final. |
|
13 |
The Annual General Meeting shall be held in November, when all Officers shall be elected and rules may be added, deleted or amended. |
|
14 |
Proposals for alteration of the rules must be forwarded to the Secretary not later than the 31st August. The proposals shall be considered by the Management Committee and be circulated together with the Management Committee’s recommendation to all Clubs and the Umpires Association at least 14 days before the Annual General Meeting. |
|
15 |
The Clubs shall play a programme of matches to be determined annually by the Management Committee. |
|
16 |
Points to Determine Championship, Promotion & Relegation A win shall count 6 points, each tie 3 points (see Note 1) and if overs are lost after the start of the match each side shall be awarded 2 point plus 2 points to the side scoring faster (runs per ball) provided that the team batting second has batted for a minimum of 20 overs. If the team batting first is bowled out in less than its allotted overs, it will be deemed to have batted all its allotted overs when calculating the runs per ball. |

b) |
In the event of a drawn match if the side batting second scores more than 75% of the score from the first innings they will be awarded 2 points and 4 points awarded to the side batting first. If this target is not reached then the points will be awarded, 5 points to the side batting first and 1 point to the side batting second. If overs are lost after the start of the match this rule will not apply (See Rule 16a). In the event of two or more Clubs in any Division having an equal number of points at the end of the season, the team having won more matches shall take precedence. If they are still equal, then the team with the fewer defeats taking precedence. If this still leaves them equal, then their relative position shall be decided by dividing their average runs per wicket for by their average runs per wicket against. There shall be promotion and relegation through all divisions with the top two teams in each division being promoted, whilst the bottom two teams shall be relegated - but no Club shall be permitted to have two teams in the same division. Any Club without a 2nd Team in the League and finishing in either of the bottom two positions of Division C shall apply for re-election to the League; as will any 1st Team, with a 2nd Team in the League, finishing in one of the bottom two positions of Division B. Applications for re-election must be made in writing to the Secretary and be received before the Annual General Meeting. Notes:
The Management Committee shall have the power to revise promotion and relegation issues if this is considered to be in the best interests of the League. |

17 |
a) No re-arrangement of fixtures after the commencement of the season; alterations only in exceptional circumstances and only then with the approval of the Management Committee. |
|
b) All fixtures including any re-arranged under Rule 17a) above shall be fulfilled. In the event of any Club failing to fulfil a fixture or not fielding a minimum of seven players by 30 minutes after the scheduled start, the match shall be declared void. The offending Club will forfeit the points and these will be awarded to the non-offending Club. The offending Club shall be fined £25 for non-fulfilment of the fixture. If the Club’s ground is unavailable through circumstances over which the Club has no control, the match shall be re-arranged between the two clubs involved, but subject to the approval of the Management Committee and under such conditions as the Management Committee may impose. If the two clubs fail to agree, the match shall be played on a date determined by the Management Committee. Applications to change the fixture shall be made to the Fixtures Secretary. c) If the ground of a senior league team is available on the Sunday following a scheduled Saturday fixture, the game may be played on the Sunday provided both teams are in agreement and at least 8 days notice (i.e. by the previous Saturday) is given to the Fixture Secretary. If the changed ground subsequently becomes unavailable then the fixture will revert to it's original Saturday date. d) The responsibility of the pitch being prepared lies with the home side irrespective of whether or not they prepare their own pitch. In the event of no pitch being prepared, weather permitting, the points shall be awarded to the away side. e) In a re-arranged league match no registered players may play on the re-arranged date if that player had previously played for any other team on the original date of the fixture. | |

18 |
No game shall be cancelled before the appointed start time due to an unfit pitch. Both teams must travel. |
|
19 |
The Home Club shall advise the result and scoreline on the day of the match and send the completed scoresheet to the Fixtures Secretary. Failure to comply or submission of an incomplete scoresheet will result in a fine of £5 per offence. Notes:
|
|
20 |
Any Club may lodge a protest against the result of any match. All protests must be sent by Recorded Delivery to reach the League Secretary not later than the 4th day following the match and must be accompanied by a deposit of £10. At the same time a copy of the protest must be sent by Recorded Delivery to the other Club concerned. The League Secretary shall call a Management Committee meeting within 14 days to consider the protest. If the Management Committee uphold the objection they shall have the power to awards points or order the match to be replayed on a date and ground fixed by them. If the Management Committee deems the protest to be frivolous the deposit shall be forfeited. |

21 |
All matches shall be played under MCC rules with the exception of the following: |

All overs shall consist of 6 balls. |
|
23 |
A red grade A quartered leather ball, satisfactory to the Umpires and provided by the fielding side shall be used in all matches. A satisfactory spare ball also to be at hand. |
|
24 |
All matches shall commence at 1.30pm (1.00pm for matches scheduled for September) and 6.30pm for evening matches and not later than 3.15pm (2.45pm in September) with a tea interval of 20 minutes between the innings, except where Rule 26 applies. Evening matches shall start not later than 7pm.

25 |
If any club is not ready to commence play at the allotted time the offending club shall be fined £10. Umpires shall report all late starts on the scoresheet giving the starting time and the name of the offending club. |
|
26 |
Weather conditions – at the Umpires discretion tea may be taken in the event of weather interference during the first sides batting time. Time between innings then consisting of 7 minutes rolling time. Provided both captains agree before the start of play, pitches may be covered during stoppages due to weather interference. |
|
27 |
All players are required to turnout in white. |
|
28 |
Boundaries – the boundaries on all grounds must be clearly defined. The allowances shall be four runs, except for hits with pitch over and clear of the boundary line when shall count as six runs. |
|
29 |
A club failing to fulfil a fixture will be fined £25 per offence and will reimburse the other club and the umpires with any expenses incurred. If a club with two teams can only field one team on that day, the 1st XI fixture is to be played and the 2nd XI fixture shall be forfeited, with no other league taking preference. |
|
30 |
Batting – a player must have visited the wicket 12 times and scored 200 runs. Bowling – 30 wickets. Fielding – the highest percentage of points obtained to the number of fixtures played in (The umpires have the right not to award a fielding points in any match if, in their opinion, no point has been merited.) The qualification dates for under 18 consideration shall be the 1st May each year and the qualification for individual junior prizes shall be varied as follows: Batting – 10 visits to the wicket and a minimum of 175 runs Bowling – 25 wickets. In the event of exceptional weather conditions an Emergency Committee shall have the power to vary these requirements. |

31 |
A fine of £10 will be imposed on any club not forwarding a list of all qualifiers in the averages within a space of 10 days after the last match. A ‘nil’ return must be sent if there are no qualifiers. |
|
32 |
Players registration - a player shall be automatically registered for the first club with which he shall play in the League. Playing member means a bona-fide playing member. There shall be no transfer of players after the 1st August. All transfers are subject to sanction by the Emergency Committee. No Player shall take part in any League or Cup Match without being registered with the League. Each Club shall submit a written list of players, in alphabetical order and must contain forename and surname in full, to the Fixture Secretary on the official registration sheet provided by the League. The Fixture Secretary must receive this on or before the pre-season meeting in April each year. Any Clubs wishing to register additional players after this date must notify the Fixture Secretary, and they must be registered before their first match. No new registration is permitted after the 1st August each year. All registrations must conform to the YCA rules regarding the transfer of players between clubs. The transfer of a player is subject to Rule 11.2 of the Yorkshire Cricket Association. |

33 |
Any player who has played 10 or more matches in any Senior League Team of any club shall not play in any Dales Council Match for the remainder of the season without Sub-Committee sanction. Should this Rule be broken the game will not be re-arranged, but full points awarded to the non-offending club. The Senior Leagues referred to shall mean the Airedale & Wharfedale League, Bradford League, Bradford Central League, Wetherby League, Leeds West Riding League or any league of similar standing. The Management Committee to decide the status in the event of any dispute. |
|
34 |
No player who has played 12 or more first team matches in any division of the League shall play in the last three matches for any 2nd team, if that 2nd team or their opponents has the chance of promotion, championship or relegation without the sanction of the Management Committee. The last three matches shall be the last three matches of either side. Should this rule be broken the game will not be re-arranged, but full points awarded to the non-offending club. Where a League Match in C Division takes place on a Sunday, no player who has played in 10 or more matches in a First Team that competes in A Division of the League shall take part in that match. |
|
35 |
Any player receiving more than travelling expenses shall be ineligible to play in the League. |
|
36 |
Any club playing a Sunday fixture cannot field a player who played for (or selected to pay in the event of a cancelled match) for a senior club side (as defined in Rule 33) on the previous day, unless that player is deemed to be a regular Dales Council CL player and permission is given by the Emergency Committee. |
|
37 |
a) The Dales Council Umpires Association shall maintain a panel of umpires to which any competent person may be appointed. The League Executive may ask the Umpires Association to assess the competence of any umpire at any time. b) All clubs are encouraged to provide umpires when requested by the League. Such umpires shall be paid in accordance with the league/cups rules. |

38 |
a) The Dales Council Umpires Association shall in conjunction with the Fixture Secretary appoint umpires from its panel to officiate when/where possible at all matches. Should an umpire be unable to accept any appointments he must immediately inform the Umpires Appointment Secretary, who shall arrange arrange a substitute and inform the home club of any changes. b) All matches of significance shall (at the Fixture Secretary's discretion) have two umpires. |
|
39 |
Both clubs shall pay half of the Umpires’ expenses of £25 each if play commences. If the Umpires arrive at the ground and there is no play, expenses of £12.50 each shall be paid. If an Umpire is alone and has to take the bowlers end throughout the match expenses of £40 shall be paid. Teas for Umpires and scorers to be provided by the Home Team. Preference should be given in serving these. If no Umpire arrives by the scheduled starting time the captains shall agree to substitutes to act as Umpires and carry out the respective umpiring duties until the arrival of the officially appointed Umpire(s). If no appointed Umpire arrives the stand-in substitutes, or other agreed substitutes, shall continue to officiate throughout the match. Any person standing as an Umpire for the duration of the match shall be paid the fee as appropriate. Clubs shall pay the Umpires officiating League matches at the tea interval. |
|
40 |
All disciplinary matters in any way connected with the League or conduct of matches or tournaments played under the auspices of the League shall be dealt with in accordance with the Yorkshire Cricket Association’s rules, which shall be deemed to be incorporated in these rules and form part of the rules. Penalties that may be imposed are suspension, fines, or deduction of points or any combination of the aforementioned. The financial penalties shall be a minimum of £25 and a maximum of £150. |
|
41 |
A disciplinary Sub-Committee shall comprise of the Chairman, Secretary, Minutes Secretary, Fixtures Secretary, Treasurer and one Umpires Association representative. A minimum of three of these shall meet as and when required to deal with all disciplinary matters. |
|
42 |
Notice of appeal must be made in writing to the Secretary within ten days of the original disciplinary meeting. The Appeal Committee shall consist of the full Management Committee, but the members of the Disciplinary Sub-Committee shall have no vote at an appeal hearing. |
|
43 |
Refreshments (a variety of sandwiches, cakes/biscuits and hot drinks) shall be provided by the home club for the umpires, visiting team and scorers at all league matches and cup ties played on a Sunday. The visiting club shall pay the home team £20 to cover players’ and scorers’ teas, unless both clubs have agreed alternative arrangements. |
|
44 |
All clubs should make every effort to provide a competent scorer. Scorers should sit together in a suitable position to receive and respond to the signals from the umpires. Any team not providing a scorer will pay £5 in recognition of the additional responsibilities. For this payment the scorer will 'write-up' the opposition's scorebook when they are fielding. The team without a scorer will score their own book when batting. The home side shall provide an adequate scoreboard. |

45 |
The home side shall provide an adequate supply of sawdust. |
|
46 |
It is the responsibility of the both sides to provide a substitute umpire with a coat. |
|
47 |
All member clubs shall purchase a minimum of four tickets for the Annual League Dinner Dance to be paid with the yearly subscriptions. |
|
48 |
All sides’ allotted 45 overs (or less if the opposing side is all out) must be bowled within 2 hours 50 minutes. Failure to do so will result in an immediate 1 point deduction for the first offence, a 2 point deduction for a second offence, 3 points for a third and so on and so forth. Exceptional circumstances noted on the report sheet by the Umpires may be taken into consideration. |

49 |
Any Member Club with a website, is responsible for it’s content. Any spurious accusations and/or abusive comments published on websites may be deemed as ‘Bringing the League into disrepute’ resulting in a warning, fine, points deduction or any combination of the three. It is also the Member Club’s responsibility to provide the necessary security to websites to ensure the site content is not threatened by interference from external parties. Any individual who is proved to have undermined the status of the League in this manner will be the subject of disciplinary action as rules 40-42. |

11 |
Relations between Members and in respect of Individuals |
|
11.1.1 |
No membership organisation shall accept into membership, association or service any person who after an official enquiry and investigation shall have been adjudged guilty of such conduct as to have justified his expulsion or suspension from any organisation affiliated, directly or indirectly, to the Association until the period of such disciplinary action has been completed and then only on the person being able to produce a Clearance Certificate where this is appropriate. Such person has the right of appeal to the Appeals Panel of the Council of the Association whose decision shall be final. |
|
11.1.2 |
In the Event of a player, Club or League or Association Official, or any other person or Club or League or Association being adjudged guilty of misconduct by word or action or showing dissent or generally behaving in a manner which might bring the game into disrepute in any activity organised by or under the control of the Yorkshire Cricket Association or one of its Area Councils, the organising Sub-Committee of the Association or the appropriate Area Cricket Council shall take such action which they consider appropriate against the player, Club, League or Association official or any other person or Club or League or Association concerned. Such penalties as are imposed shall be binding on Clubs, Leagues or Association affiliated to the Yorkshire Cricket Association itself and to all its Area Councils. There shall be right of appeal to the Appeals Panel of the Council of the Association in respect of any decision and their decision shall be final. The Appeals Panel of the Council called to adjudicate on any appeal shall not include any member of the organising Sub-Committee, appropriate Area Cricket Council or other member of the Council with an interest in the case. The contents of 11.1.2 except in respect of ‘any other person’ shall be associated strictly with 11.1.1. [NB Standing Orders state that the Emergency Committee shall be responsible for appointing any Appeals Panel of the Council]. |

11.2 |
Transfer of Players |
|
11.2.1 |
A Club affiliated to a member League as in 3.1 or a member being an individual Club as in 3.3 (which in all circumstances implies Officials, members or society interested in that Club) shall not approach or negotiate with any player of any other Club similarly associated with the Association for the purpose of securing his services without asking the player’s Club, in writing, for permission to do so. The permission may only be withheld if there is an outstanding obligation by the player and must, otherwise, be sent in writing or in the case of a player moving to a club in another League be sent on an official YCA Player Transfer Form, to the requesting Club within 14 days. Complaints arising under this Rule should normally be settled by the Clubs and/or Leagues involved. Failing settlement, appeal should be made to the Council of the Association whose decision shall be final. |
|
11.2.2 |
A player shall not negotiate with a Club affiliated to a member or with a member being an individual club unless he can produce written permission from his present Club. Such permission must be provided within seven days unless the player has outstanding obligations to that Club and in the case of the player moving to a club in another League be sent on an official YCA Player Transfer Form. The player shall have right of appeal to the Council of the Association whose decision shall be final should he consider permission is being withheld without just cause. |
|
11.2.3 |
When a Club has teams in more than one League, arrangements for the movement of players between Leagues concerned should be agreed with the respective League prior to the commencement of the season. |
|
11.2.4 |
Should a player registered with any Member club, being under the age of 21 and not being capped by any County Club, be invited to play with the Yorkshire Academy team, he may do so and subsequently return to the club with which he is registered without the need for a YCA Player Transfer Form to be completed in either case. |
|
11.2.5 |
After the 21st September, a player moving clubs for the following season must have the necessary YCA Player Transfer Form, letter or certificate from his previous club certifying that he has no obligation, financial, disciplinary or otherwise to that Club. In the case of a player moving to a Club in another League, an official YCA Player Transfer From MUST be used. This form constitutes a registration with a new club for the following year and the player is registered with his new club upon the completion of the form. Any further change of club can only be by consent of the parties concerned following the procedure in the first paragraph. Where a player has entered into a written contract with a club for the following year and in the event of a subsequent wish to further change clubs, the club for which he has signed a contract is deemed to be his previous club and the contract, unless terminated by consent, means he has an obligation to that club. Copies of all completed transfer forms must be submitted to the League Secretary concerned. [NB The Council for the Association have interpreted Rules 11.2.1 and 11.2.2 that where a player is a bona fide playing member of two or more clubs affiliated to the Member Saturday Leagues, then the player is regarded as being registered as a player for the first such Club he plays for in any season and the transfer requirements of these rules must be met before the player can play for another club affiliated to a Member Saturday League.]. |

11.3 |
Transfer of Clubs |
|
|
A Club affiliated to a member (League) shall not negotiate with another member (League) with the intention to leave the former to join the latter without first obtaining permission, in writing, from the member (League) to which it is affiliated. Such permission shall only be withheld if the Club has failed to fulfil its financial obligations or has failed to observe the Rules of the Membership (League) in respect of withdrawal of membership, which should not conflict, with the Rules of the Association. If a member (League) does not provide the necessary written permission within fourteen days, the Club shall have the right of appeal to the Council of the Association. Permission to negotiate shall not be interpreted as resignation or dismissal, but should the date by which the resignations are due to be received pass without further written notification of future action from the Club, the written permission to negotiate shall then be deemed to be invalid without further action being necessary by the member (League). Clubs wishing to resign from any League or Association should give notice in writing before 30th April in the year previous to the season in which they intend to play in that League or Association. NB Council comments this rule would first operate for season 2002 from April 2001. Leagues will be persuaded to alter their rules in the autumn of 2000 to fit this YCA rule. [Council for the Association strongly advised that no member (League) should consider an application for membership nor negotiate with a Club affiliated to a member League without first receiving a copy of the written permission of the Clubs’ present, member league outlined above.] |
|
11.4 |
Mid-Week and Sunday Matches |
|
|
Rules 11.2 and 11.3 shall not prevent any players from taking part in Mid-week and Sunday matches organised by any properly constituted and independent Mid-week and Sunday League, except in so far as the Rules may relate to the transfer of players and clubs within such Leagues. |
|
11.5 |
Unacceptable Transfer Requests |
|
|
Should a member or any of its affiliated Clubs consider that an unacceptable number of approaches is being made by another member in respect of its players (through that member’s affiliated Clubs) that shall be right of appeal by the Member to the Council of the Association which has a bounden duty to protect the interests of all its members. There shall be no appeal from the Council’s decision. |
|
13 |
General |
|
|
The Council shall be empowered to act as deemed necessary in respect of any matter not otherwise covered by these Rules. |
|
1 |
The competition shall be called the Pool Paper Mills Trophy Competition, which shall be competed for by all Clubs in The Dales Council Cricket League. All 2nd teams shall compete for the Cawthorne Cup. The entry fee shall be £5 per team. |
|
2. |
The Competition will be run on a knockout basis. Matches shall be for a duration of 40 overs for each innings and no player may bowl more than 8 overs in a match. The side scoring the highest number of runs shall be declared the winners. In the event of the scores being level the team losing the least number of wickets shall be the winners. If this does not produce a winner the match will be replayed on a date decided upon by the Emergency Committee with the ‘away’ side in the first match having ‘home’ advantage for the replay. |

In all matches except for the final the cost of the umpires shall be shared equally between the two clubs and the umpires shall be paid at the end of the match provided it finishes on the day it commenced. If the game is not completed on the first day the umpires shall receive a half fee at the end of the day’s play. They or their substitutes shall receive the balance of the fee at the end of the next day’s play. If further attendance is required umpires will receive travelling expenses, but no fee. If a game is not started on the first day, each umpire shall receive £12.50 expenses to be shared equally between both the clubs. |

4 |
The Management Committee will make the draw between rounds and matches shall be played on the dates and times determined by the Management Committee. If both teams from one club are drawn at home they will be permitted to use an alternative ground with the Management Committee’s approval. If this is not available then the 2nd Team will forfeit home advantage and the match will be played on their opponents ground. All matches shall commence on a Sunday at 1.30 pm and if evening play is required this shall start at 6.30pm Matches started but not finished on the 1st Sunday shall continue on the next available evenings thereafter until completion. Matches not started on the appointed Sunday shall be played on the following Sunday. If the match is not finished on the 2nd Sunday, then it must be started/continued on the next available evenings thereafter until completion. If the home ground is not available for the rearranged match then the 1st paragraph shall apply. |

a) All players shall be bona-fide playing members of the club and may play for one club only in the Competition. Any player who has played in the Pool Paper Mills Trophy shall not subsequently play in the Cawthorne Cup in the same season unless that player has not yet played in any 1st Team League match in the same season. Any player who has played in any Senior League Cup Competition shall not be eligible to play in the League’s Cup Competitions. (Senior Leagues are defined in League Rule 33). b) No player who has not played at least one ‘league’ game in the League for that season will be allowed to play in either of the Cup Competitions. The qualification requirement is increased to four matches (including ‘cup’ games) for both the semi-finals and final. However the Emergency Committee has the authority to override this requirement provided that the player is a member of the Club, subject to the compliance with (a) above. |

League Rules 19 – 23, 25 – 28, & 43 – 48 shall also apply. |

The League will provide the match balls for all Cup Competition Finals. |

Cups will be presented to the winning teams and these shall be returned to the League Secretary by the 1st June of the following season. Individual medals for the winners, runners up and other trophies may be awarded at the discretion of the League. |
